Reducing sugary drinks to only 16oz.

I heard on the news this morning that the government is not allowing public grocery stores to sell sugary drinks that are over 16oz. I was discussing this with my mother and she believes that this is unfair, my mother says, "People should be allowed to drink what they want, taking away the bigger bottles will just drive people to buy two bottles, this is like taking away their rights." I on the other hand believe this is fair because I think it's the government's way of keeping the public healthy and safe.
